Title: Policy for Access: Framing the Question

Research Question: How can we frame the question of policy for local access to engender a more fruitful approach?

Methodology: The study uses a behavioral approach to economics, focusing on the human network as the unit of analysis. It proposes a policy frame that emphasizes the tension between competition and consensus, and the trade-off between open and integrated design.

Results: The study suggests that a small town setting, such as Concord, Massachusetts, can ground the discussion in the real world. It proposes an extended thought experiment to work out the detailed, concrete steps of the policy frame.

Implications: The proposed policy frame for access aims to stimulate new thinking and break the cycle of recursive legislation that often produces the opposite of what was intended. It hopes to improve the fit between analytically-driven expectations and economic outcomes.
