Title: Understanding Shifts in Telecommunications Governance Abstract: This research aims to explain and analyze the shifting patterns of regulation in the telecommunications sector. Existing well-established nodes of regulation, such as the European Union, also play crucial roles in the consolidation of a global regulatory regime. Methodology: The study uses a neo-Gramscian approach to understand the development of global regulatory frameworks. It surveys the history of telecommunications regulation at national and regional levels and demonstrates how a multilayered system of global telecommunications regulation has emerged around the regulatory authority of the World Trade Organization. Results: The research found that key developments in technology and consumption patterns have made telecommunications a significant sector of the global economy. Traditional national and regional variations in telecommunications regulation have given way to a more globalized system centered around the World Trade Organization.
