Abstract: This paper presents an innovative intelligent web-based computer-aided instruction system for foreign language learning, called CSIEC (Computer Simulator in Educational Communication). The system can not only understand and respond to sentences in English given by users via the internet, but also communicate with users in a human-like manner. The system's framework, natural language understanding mechanism, and communication response are discussed. The syntactic and semantic content of the instruction system, including important notations of English grammar and their relations with the NLOMJ, are also explored.
